Certain states have passed rules in regarding volatile organic compounds or VOC Restrictions. VOCs are carbon-based solvents that evaporate under normal atmospheric conditions and are photo-reactive in sunlight. When VOCs have a photo reaction, a low level of ozone is emitted.

Because ozone is a component of smog, VOC Restrictions have come under scrutiny by some jurisdictions due air quality concerns. As such, some states and regions around the United States prohibit the sale of non-VOC compliant products. Rules are generally determined by product quantity as well as the composition of the product itself.
